President's Report

I attended the 2018 National Conferene in Quebec City, Canada this past week.  The conference was in a great location, and I met a lot of great folks from sessions past and many from recent sessions as well.

At the Chapter President's meeting, we discussed a couple of needs:

1) Membership is down in 2018 after reaching 17,000 members in 2017.  Membership dues are the primary source of revenue for operating expenses for both the National Chapter and our State Chapter.  With nearly 1000 new USA graduates each year, it's hoped to keep membership numbers high, but many recent graduates fail to renew.  As your president, I hope that keeping in touch and offering valuable training and networking makes your membership valuable to you and you are eager to renew.

2) The national office is researching ways to centralize chapter "business portals" (similar to our Chapter website) so chapters can communicate with members, host meeting information, and process meeting and event online registration.  I believe our chapter has been a pioneer in this effort, so I asked that the national office solicit feedback from our chapter and others before selecting or ruling out any solutions.

We also spoke with representatives of Verizon and the FBINAA Charitable Foundation.  If your agency has a line-of-duty death, contact your district representative, who can reach the National FBINAA office.  Verizon will pay an immediate death benefit families of slain law enforcement.  In addition, the Charitable Foundation will make payments to any FBINAA member in need during a crisis, so please remember this source of aid if you are aware of a member in need.

I thank you for your support this year.  It has been a pleasure to work with fellow board members and volunteers on the annual training conference we held in Atlantic Beach.  The 2019 President, Brian Regan, is working on the 2019 conference and will have additional information soon.  In the meantime, I look forward to seeing you in Clayton for the fall retrainer!

Fall Re-Trainer - October 18 (17th too for those coming early for the Board Meeting/Golf/ Dinner) in beautiful Johnston County

October 18- A detailed agenda will be posted as we get closer to the event, but the training topic is "Branding Your Agency."  Doors at the Farm on 42 will open at 8am for registration and we will conclude by 2pm.  Lunch is being served by Redneck Scientific BBQ.

Calendar of Events

Veteran Crisis Intervention Training (CIT) teaches military veteran first responders, who are also CIT trained, how to effectively and peacefully resolve incidents involving a veteran in crisis.

This course will be offered to first responders who are also veterans on August 27 and 28 at the Holly Springs Police Department.

North Carolina 2018 Command College

Location: Historic Green Park Inn, Blowing Rock, NC

Deadline to Register is Friday, August 20th, 2018.

The Carolina Command College has been established to provide law enforcement executives and management personnel with information pertaining to recent developments and emerging issues that influence law enforcement policies and practices. The goal of the Command College is to assist executives and top management personnel to prepare for the growing demands and challenges that confront law enforcement. The faculty of the Carolina Command College consists of a wide range of experts including instructors from the FBI Academy.


Interest is high and slots fill quickly. While courses are geared for executives and upper management, mid-level managers and rising executives are encouraged to apply.  Approximately sixty participants will be selected from North and South Carolina.  Registration is limited to one person per department until August 20th.

Tuition per attendee is $375.00 – Please make check payable to NCFBINAA (Due to limited seating, one person per agency is allowed to register at this time. A wait list is available via email request - any seats not filled by the August 20th deadline will open on first come, first serve basis to currently registered agencies).

Promotions and Appointments

Matthew Beickert attended session 268 in 2017 as Chief Deputy of Currituck County.  Beickert won the party primary in May of 2018 and is now the sitting sheriff.  He is currently unopposed in the general election.  Sheriff Beickert has worked for the CCSO for 21 years and rose from the rank of Deputy to Chief Deputy prior to being appointed Sheriff.  Sheriff Beickert is pictured below at the far right during his orientation in March of 2017:

On Friday, June 29, Captain Jacques Gilbert (Session 220) celebrated 28 years of service with his friends, family, coworkers, and law enforcement partners.  Jacques spent his entire career with the Apex Police Department and is exceptionally well known in his community for being an inspiration to youth.

Captain Mark Evans (Session 247) of the Kill Devil Hills Police Department retired after serving 28 years.  He began his career in Ahoskie before moving to Kill Devil Hills in 1993.  He worked his way through the ranks over the course of his career, proudly serving the citizens and making life-long friendships.

Congratulations to both men.
